Apple Intelligence Gains Cyberspace Administration Filing, Alibaba’s Qwen to Be Integrated
On July 15, China’s Cyberspace Administration announced the addition of seven mobile on-device generative AI services to its filing list, including Apple Intelligence, Huawei’s Xiaoyi AI Large Model, OPPO’s AndesGPT, vivo’s Blue Heart On-Device Large Model, Xiaomi’s Surge AI, Samsung’s Galaxy AI, and Nubia’s Doubao Phone Large Model (ByteDance). Apple Intelligence has officially obtained permission to operate in the Chinese market. On the same day, Alibaba confirmed that its Qwen AI will be integrated into Apple Intelligence as an AI capability, providing Chinese users on iOS, iPadOS, macOS, and visionOS with text and image understanding, content generation, and other features. Alibaba’s US-listed shares rose over 5% in pre-market trading.

DeepSeek Annualized Revenue Reaches $4-5 Billion, Launches Second Funding Round and Prepares for Shanghai IPO
According to The Information, DeepSeek’s recent annualized revenue has reached $4 to $5 billion, primarily from developer and enterprise API calls. At the end of May, it completed its first external funding round since founding, raising approximately $70 billion with a post-money valuation of about $520 billion. Just one month later, it began contacting new investors to launch a second funding round, potentially around $74 billion, with a pre-money valuation of about $710 billion. DeepSeek is also considering introducing overseas US dollar investors. The Wall Street Journal reported that it plans to submit materials for a Shanghai IPO by the end of the year, with a listing possible as early as Q2 2027.

Demis Hassabis Publishes Cutting-edge AI Regulation Framework, Calls for Independent Review Body
Google DeepMind CEO Demis Hassabis published an article stating that AGI may be only a few years away, with an impact potentially ten times that of the Industrial Revolution. He proposed that the US lead the establishment of a frontier AI standards body similar to FINRA. All models reaching a capability threshold (regardless of country of origin or open/closed source) would be required to submit for testing up to 30 days before release, assessing risks such as cyberattacks, biological, and nuclear threats. Passing the test could become a mandatory condition for entering the US market. Elon Musk, Sundar Pichai, and Satya Nadella have all shared or commented on the proposal.

Google DeepMind Researcher Publicly Opposes AI Collaboration with Pentagon
Current Google DeepMind researcher Andreas Kirsch published a real-name article opposing Google’s AI collaboration with the US military. He pointed out that after the contract was signed, Google did not formally explain it to employees, and researchers may not know which confidential systems the models are deployed to. He demanded the disclosure of key contract terms and questioned DeepMind’s long-term governance structure issues—after being acquired by Google in 2014, DeepMind promoted the “Project Mario” plan to seek independent governance (the proposal included a 3-3-3 board and a $50 billion independence plan), but Google did not accept it. Elon Musk Announces X Codebase Will Be Fully Open-Sourced
Elon Musk tweeted that after completing a security vulnerability review, X’s entire codebase will be fully open-sourced without exceptions. He also stated he would invite third parties to review the running systems to confirm that the open-source code matches the actual operational code.

Anthropic Continues Recruiting Veteran Entrepreneurs to Join Labs Team
Block Party founder Tracy Chou has joined Anthropic as a member of the technical staff and entered Labs. Labs is Anthropic’s internal team responsible for incubating new products, led by Instagram co-founder Mike Krieger and Anthropic co-founder Ben Mann. Claude Code, MCP, Skills, and Cowork are all seen as products of this model. The day before, Monzo founder Tom Blomfield had also joined Anthropic’s compute team.
